I would like to know about how to go forward regarding Authors approval for the use of the 3 scales mentioned below as a part of my academic dissertation.
- Lay Procrastination scale for students
- Frost and shows 15 item Indecisiveness scale
- PSPS - Jr perfectionism scale

The second scale you mentioned is "Frost and shows 15 item Indecisiveness scale". As per information here are the details of author:

@aamir so if I do not receive any reply till the end can I use the scale and attach the screenshot of email which I sent to the author (request of approval of the scale) with my research for academic purpose??
also it is showing the author Clarry H Lay has retired so the york university mail id must not be the recent one.
